If I were the Prime Minister of India, I would try my best to make a complete overhaul of the present educationl system, foreign policy and clean entire administration. I would try to establish peace and safety in the whole country. 


I would also allow more freedom and responsibilities to the Chief Ministers of states of India so that they may improve the condition of their states. My education policy would be not only to impart knowledge but also to make education functional with multiple entry. 


It would aim at universalisation of elementary education in a period of five years. I would give highest priority to primary education. Character-building and promotion of scientific temper would be emphasised at this stage. The medium of instruction of the primary stage would be the mother-tongue.


The secondary education would have two phases. In the first, a students would learn skills and habits to self-learning. The second would be vocational phase. I would make education free up to High School to boys and girls equally. At the secondary stage the formula of three language would be adopted.


The present 'open door' policy would be removed. Higher education would be more restrictive and selective. Agricultural education would be promoted to meet the country's agricultural needs. I would also give priority to adult education. The medium of instruction of the education would be Hindi.


Since independence India's policy has been one of charity to all notice to none. She has ever expressed herself in favour of peace and harmony in the world. I would also try my best to continue this policy. I


would also follow the attitude of co-operation and friendliness towards India's neighbours like Pakistan, Bangladesh, China, Nepal, Bhutan, Burma and Sri Lanka. Relations of a country with his neighbours ought to be good for the security and the betterment of the country. 


India has played a key role in the economic development of Bhutan. I would have the same policy with Bhutan, Burma, Bangladesh and Sri Lanka. China is the biggest and the most powerful neighbour of India. I would like to solve dispute between India and China. Pakistan has allied herself with U.S.A. Alignment with America and China


has made it possible for Pakistan to receive massive arms and materials. Her dispute over Kashmir seems of be perpetual. I would try to establish friendship with Pakistan also. I would also try to have friendship with all the countries of the world. Like Russia, America and China should also be our friends.


I would like to fulfil the following twelve points programme to have all round progress of the country:(1) I would make special efforts to arrest prices of the articles which are necessary for poor people as food and clothes.


(2) I would like to take serious action against smugglers, blackmarketeers, horders and anti-social elements. (3) Top priority would be given to agriculture and rural uplift. (4) Freedom of Press would be allowed.


(5) Secularism and safeguard of the interests of minorties would continue. (6) Policy of non-alignment would continue. (7) I would prefer to take steps to establish cordid relations between the centre and states. (8) I would begin the policy of co-operation and friendship for the welfare of the masses.


(9) I would reform the policy of courts. Special arrangement would be made for dispensing justice quickly and promptly. (10) Special attention would be given to the poor, the landless, artisans, weavers, scheduled castes and scheduled tribes.


(11) Over emphasis would be laid on education and health. (12) Mutual Consultation and co-operation for the welfare of the masses would be allowed. In short I would try my best to maintain peace and safety in the country. 


The success of the programme depends on foresight and proper enforcement without causing any inconvenience and hardships to the masses. If the masses do not willingly accept it, it would prove only an old wine in a new bottle.


If I were the Prime Minister of India. I would try my atmost to solve the problems of Punjab, Kashmir, Assam and of unemployment within five ears. No problem of our country can be solved if our our population goes on increasing. For this family planning is very necessary. 


It sould be done at one's will and not forcibly. In Japan, every house is a small industrial unit. In India textiles, calicoes muslins, metalware, etc. produced in small units had reached a high mark of excellence in the 16th and 17th centuries. 


In British rule these small industries were destroyed. I would encourage the small-scale and cottage industry so that everyone will be busy and the country would progress soon. I do not know how far I shall be successful in my wish for giving to the people the best I can, but I hope no sincere attempt fails.
